Admission Procedures for the City of Peterborough Academy Special School
The City of Peterborough Academy Special School will admit a pupil where the School is named in a Local Authority (LA) Education Health and Care Plan (EHCP) alongside a diagnosis of autism or Asperger Syndrome. The age range of the pupils will be 4-18. The pupil intake will be 50 pupils in the first year of opening (2012), with predicted roll number to be 94 in September 2016. The table below illustrates the growth of pupil numbers over the past 5 years.
Prior to the naming of the School in the Statement//EHCP, the Local Authority will have consulted fully with the School in line with their statutory obligations.
The Local Authority has been provided with the School profile, outlining the needs of the pupils for which they are best able to provide and details about the organisation and curriculum offered. This profile is used by the SEND Panel to inform placement selections.
Admission Criteria and Arrangements
Places will usually be taken up at the start of the school year but, by arrangement with the Principal, and in collaboration with the LEA and parents. Places can be accessed at any time of year where a pupil presents with needs consistent with the profile of the school.
These will be by arrangement with the pupil’s LA SEN team and the Principal, on behalf of the Academy Council.
- The School is suitable to the child’s age, ability, aptitude and special educational needs
- The child’s placement in the School is not incompatible with the efficient education of the other children with whom the child would be educated
- The placement is an efficient use of resources
- Parents have expressed a preference for the School (or in cases of dispute between parents and the LA, the LA intends to name the School on the statement)
- The child has a statement of special educational needs indicating ASD as the primary need
- The child may have the academic potential to work towards age related national benchmarks, expectations and accreditations, in some subjects.
- The appropriateness of the resource for children with extremely challenging behaviour will be considered within the context of the overall needs of the year group
- Additional supervision might be required for children, whose safety or that of others is unusually at risk. Top up funding would support such resources.
Admission/access criteria – priorities for admission when places are limited
- A statement of special educational needs/EHCP, showing ASD/Asperger’s to be the primary need, will be in place, and the criteria set out in the SEN Code of Practice, paragraph 9.79 of the Special Needs Code of Practice states that:“If a child’s parent or a young person makes a request for a particular nursery, school or post-16 institution in these groups the local authority must comply with that preference and name the school or college in the EHC plan unless:
- it would be unsuitable for the age, ability, aptitude or SEN of the child or young person, or
- the attendance of the child or young person there would be incompatible with the efficient education of others, or the efficient use of resources”
- Parents, SEN Teams, Teachers, Resource Heads, or Educational Psychologists from other schools or Local Authorities may contact the School and will be invited to visit.
- Parents wishing their child to be considered for a place will be advised to contact their home Local Authority SEN service.
- The commissioning LA will consult the Principal on behalf of the Academy. Council regarding each pupil the LA considers potentially suitable to request a place in the School.
- The Principal will consider the suitability of the school provision in addressing the needs of the child and also giving consideration to the needs of the current pupils on roll.
- The LA SEN panel and the Principal will come to decision about placement.
Appeal arrangements where a referring agent wishes to question a decision about admission
The Code of Practice entitles parents to appeal to the SEN and Disability Tribunal if their home LA refuses to name the School in the Statement/EHCP or the School refuses to offer a place.
Funding of places
The DfE directly funds Free Schools. Free Special Schools negotiate additional funding from the LA commissioning a school place.
Duration of placement
The aim of the School is to teach pupils to become increasingly self-aware and learn to self- regulate thereby managing their own difficulties and ultimately allowing to access a full-time mainstream Academy place. However many pupils will continue to need the supportive environment of the School throughout each key stage. Places are protected to the end of KS5 for any pupil needing continued provision at the School.
Transport is provided and funded by the pupil’s LA if deemed necessary.
